Sponsor Spotlight: The West Central Regional Juvenile Center is a co-ed dual secure/non-secure facility offering Secure Detention, Secure Residential, Non-Secure Detention, and Transitional Living Skill Programs. The session will explain services and highlight the new female transitional living program.

Dustin Berg, Program Director, and Jake Baumgartner, Transition Supervisor, have a combined 25+ year experience working at the West Central Regional Juvenile Center in various roles. With backgrounds in criminal justice and psychology, Dustin and Jake believe in fostering an environment based on accountability, understanding, and forward thinking.
Workshop
Attendees will learn about the Partners Behavioral Healthcare Risk-Needs-Responsivity model, and discuss the benefits of our SUD/MRT/Decision Points/Anger Management curriculum.
Join Partners Behavioral Healthcare for an in-depth look at the Risk-Needs-Responsivity (RNR) model and its impact on justice-involved individuals. This session will explore how evidence-based programs—SUD treatment, Moral Reconation Therapy (MRT), Decision Points, and Anger Management—effectively reduce recidivism and promote lasting change.
Learn how RNR ensures interventions are matched to risk levels, address criminogenic needs, and adapt to individual responsivity factors, leading to improved treatment engagement and outcomes. Gain practical insights into integrating behavioral health strategies with criminal justice efforts for maximum impact.
Presented by: Tony Byrne, Community Development Manager
Tony Byrne is a recovery advocate and justice reform leader with 10 years of sobriety after 23 years of addiction. As Community Development Manager at Partners Behavioral Healthcare, he builds strategic partnerships to expand treatment access for justice-involved individuals. Previously, he led diversion program development across Minnesota, Colorado, and Florida.
A leader in justice-integrated treatment, Tony also serves as President of Just Hope, a reentry-focused non-profit, reinforcing his commitment to reentry support and advocacy. Tony also serves as a member of the MCA Full-Circle Advisory Committee. His lived experience and professional expertise continue to drive meaningful change.
