The Evolution of the Treatment Court of Winona County

Goal:  The goal of this workshop is to display innovation, collaboration, and evidence-based practices as a Treatment Court program, specifically through the unique partnership of the agent and coordinator positions.

Overview of Presentation will include but not limited to:

  • Program History and Statistics
  • Contrast of Treatment Courts with Regular Courts
  • Contrast of Treatment Court of Winona County with other Treatment Courts including:
    • Monthly Events
    • Aftercare Recovery Group
    • “CAMO” Criminal Thinking Group
    • Continuous Training and Evaluation
    • Friends of Treatment Court Nonprofit
    • New – Treatment Court/Restorative Justice Collaboration - Circles of Support

Workshop Description

This presentation is both an overview of the Treatment Court of Winona County program after 11+ years of operation, and a description of the unique relationship between the Treatment Court Coordinator and Corrections Agent as they provide programming and services to the Treatment Court participants. Together they have created an innovative approach to client case management and rehabilitation.

Presenter Bios

Bill Moe (MN DOC):  Bill Moe has been a corrections agent for 28 years; serving both Winona and Wabasha Counties during that time. He worked as a juvenile agent for the first 11 years, then later assumed an adult felony caseload.  For the past 9 years, he has been assigned to the Treatment Court of Winona County. Bill has been doing group work for much of his career; initially in the context of the Winona County Restorative Justice Program, and Todd and Bill's Excellent Adventure - an independent living skills program for high-risk juveniles. In 2005, Bill received the MCA Professional Achievement Award for his work with juveniles in his job and in the community. In 2006, as part of his work with his adult caseload, he began facilitating Thinking for a Change groups and most recently, Carey Guide groups. He, and the Treatment Court Coordinator, currently co-facilitate both a Carey Guide Group and a Treatment Court Aftercare Recovery Group in their work with high risk/high need adult felony treatment court participants. Bill is also a member of the Winona County Criminal Justice Coordinating Council Navigator Network. Outside of his career interests, Bill is Co-Chair of the board for the Frozen River Film Festival organization in Winona.

Carin Hyter (Treatment Court Coordinator):  Carin Hyter, MS, has been the Treatment Court of Winona County Coordinator since February 2017. Graduating from Winona State University in 2013 with a Bachelor's Degree in Pre-Law and a dual Master's Degree in Criminal Justice and Public Administration from the University of Nebraska at Omaha in 2015, Carin is a lifelong learner, passionate about the wellness of herself and others. Carin does her best to uncover and discover the good happening within the community in which she lives, works, and plays. She empowers adults who are in recovery from substance use to make lifelong healthy and safe choices. Carin is an adjunct professor at Winona State University in the Criminal Justice department. She is an officer of the local Rushford Lions Club and a board member of the Friends of Peterson nonprofit and Winona Alliance for Substance Abuse Prevention program. Outside of her career interests and community volunteer roles, Carin enjoys involvement in her local church and every moment she spends with her rescue pitbull puppy Harlow and tortoise shell cat Honor.
