Untouchable:  A documentary that ventures into one of the most difficult and emotional criminal justice issues of our time, the registration and restriction of sex offenders.  It is an eye-opening and powerful piece of work that compels us to look at both sides of a controversial fence. The film is a fascinating look into how laws are created with the best of intentions, but enforced in problematic and sometimes destructive ways.

The film interweaves intimate portraits of men and women who have been branded sex offenders with the heartbreaking stories of those who have suffered sexual abuse. It is a film that pushes viewers toward an uncomfortable place, requiring them to walk in the shoes of those who have survived sexual abuse, but to still bear witness to the experiences of those we revile.

Following the showing of the film there will be a panel and participant discussion. 

Workshop Objectives

  • Explore the impact of sexual abuse and the laws associated with registrations and restriction of sex offenders
  • Discuss the implications of sex offender law and supervision in Minnesota on both public safety and the affected population

Presenters: Mark Bliven, Risk Assessment/Community Notification, Minnesota Department of Corrections

Mark Bliven is Director of Risk Assessment/Community Notification with the Minnesota Department of Corrections.  The primary focus of his unit at the DOC is development and coordination of information sharing regarding registered offenders moving from prison and other secure facilities back into and between Minnesota communities. In this role he has worked closely with the issues of residency restrictions and how they affect our ability to deliver effective and safe supervision of the affected population.

Prior to working for the Department of Corrections he worked as Rules Coordinator and Pre-Service Education Coordinator with the Minnesota Board of Peace Officer Standards and Training.  Additionally he worked in the Wisconsin State Assembly as chief of staff to the Assembly Minority Leader.  A North Dakota/northern Minnesota native he attended Macalester College and William Mitchell College of Law (currently Mitchell Hamline) in St. Paul as well as the University of Minnesota’s Humphrey Institute for extended graduate studies.
