  Understanding Radicalization and Terrorism
for Probation and Pretrial Services

Goals: This presentation will provide a general understanding of current trends in the complex process of radicalization in terrorism cases with regard to recruitment by Al-Shabaab, ISIL/ISIS, and other groups in Minnesota and throughout the United States.

Workshop Objectives:

  • Attendees will learn to assess levels of radicalization to determine degree of risk for release or detention pending trial and identify appropriate conditions for pretrial and post-conviction supervision
  • Training will include intervention strategies for the development of a proper supervision plan to ensure public safety and stabilize aspects of radicalization

Presenter:
Kevin D. Lowry, Chief U. S. Probation and Pretrial Services Officer

Kevin D. Lowry is the Chief U. S. Probation and Pretrial Services Officer for the District of Minnesota. Minnesota has had the largest number of terrorism-related cases in the United States. Mr. Lowry consulted with Daniel Koehler, founder of the German Institute on Radicalization and Deradicalization Studies and the peer-reviewed Journal for Deradicalization, to create the Terrorism Disengagement and Deradicalization Program. This is the first government program of its kind in the United States. Mr. Lowry and his colleagues who run the day-to-day operations of the program went through a week training to prepare themselves to counsel extremists.
